Resolve Windows "not a valid floating point value" Error

What is causing this Error? 

If you are receiving the error "not a valid floating point value," there has been an attempt to install the software on a Windows OS that is not set to the region of the United States or your decimal symbol and grouping symbol are incorrect.

How do I resolve this Error? 

In Windows 10

US users

1. Select the Start button, and then select Settings. 
2. Select Time & Language. 
3. Select Region in the menu on the left.
4. Adjust the Country or Region to the United States.
5. Restart your system to allow this to take effect.

All other users

1. Click the Start button, and then search for control panel.
2. Select Region, and then Additional settings.
3. Change the decimal symbol to ‘.’ (apostrophe, period, apostrophe) and digit grouping to the same ‘.’.
4. Apply changes and try again.

In Windows 7 

1. Select the Start button, and then select Control Panel.
   • View by: Small icons.
2. Select Region and Language from the list.
3. In the Formats tab, set the Format to the United States.
4. In the Location tab, set Current Location: to the United States.
5. In the Administrative tab, select Change system local. 
   • Change, Current system locale to the United States.
6. Now in the Administrative tab, select Copy settings.
   • Copy Settings to the following:
     • Welcome Screens and system accounts
     • New user accounts
7. Restart your system to allow this to take effect.
